Join NYPH and PHES for a candid and action-oriented joint Policy Roundtable focused on advancing a Passive House compliance pathway in New York State. This meeting is an opportunity to connect across organizations, share what our respective groups have been working on, and identify how we can align efforts to make the greatest possible impact together. We’ll discuss progress to date, available resources, lessons learned from states like California and Massachusetts, and the legislative support needed at both the state and city level.
We need people from across the community to step in and help shape this effort! Whether you have policy experience, technical expertise, advocacy skills, industry connections, or simply care deeply about the future of Passive House in New York. Who has relationships with policymakers? Who can help organize, communicate, strategize, or mobilize support efforts? This is a starting point for building a stronger, more coordinated movement across New York, and we need you at the table.

Cheryl Saldanha leads SGH’s Building Science and Passive House practice, specializing in high-performance building enclosure design, evaluation, and commissioning. She helps project teams reduce air, water, and moisture infiltration risks through design review, performance analysis, and field verification. Her expertise supports compliance with NYC energy codes and Local Laws. Cheryl serves on the NYC Commercial Energy Code Technical Advisory Committee, the AIA NY Building Science Committee, and the NYPH Board of Directors.
Sara A. Bayer, CPHC, is Associate Principal and Director of Sustainability at Magnusson Architecture and Planning (MAP), leading sustainable design, passive house, decarbonization, and regenerative strategies across its multifamily affordable housing mixed-use portfolio. She manages high-performance developments, including two NYSERDA Buildings of Excellence award winners and numerous BOE Early-Stage Design studies. Named a Crain’s Notable Leader in Sustainability in 2024, she chairs Membership Engagement for New York Passive House and leads the annual “Regenerative Metropolis” Symposium.
Louis Koehl, RA, CPHD, is Associate Principal and Director of Sustainable Design at Handel Architects, advancing the firm’s vision for a regenerative built environment. At Handel, he provides expertise in high-performance building design and has led several of the world’s largest passive house buildings, including Sendero Verde in East Harlem, an all-electric University of Toronto residence, Winthrop Center in Boston, and multiple LEED Platinum developments. Louis is a board member of New York Passive House.
Carmel Pratt is Executive Director of New York Passive House, where she leads support efforts to advance healthy, resilient, carbon-neutral buildings through education, advocacy, and community engagement. As a building scientist, energy consultant, and educator, her work focuses on the intersection of climate action, building performance, and human well-being. Carmel is also the founder of ZAZNRG, a human-centered sustainability practice integrating building science and mindfulness.
Bronwyn Barry, RA, CPHD, specializes in high-performance, data-driven design across buildings, software, products, and organizations, including Passive House projects, PHPP optimization software, THERM training, and thermal bridge analysis. She designed a Passive House-certified window, co-founded Passive House California and the Passive House Network, authored white papers, delivered keynotes, contributed to UNECE energy-efficiency guidelines, served twice on the Passive House Institute’s Technical Advisory Committee, and is a Senior Fellow of the New Buildings Institute.
